I think you are referring
Clock source control,
For PLLs, we have channel on every PLL, every PFD and every divider. PLL is the
source of PFDs and dividers. For any clock, its source must be left on when it is kept on.
Behavior is undefined if this rule is violated.

I think this is not saying clock root slice.
