Introduce the macro ROCKCHIP_PCIE_AT_SIZE_ALIGN using
ROCKCHIP_PCIE_AT_MIN_NUM_BITS to define the .align field of the
controller epc_features structure, avoiding using the "magic" value 8
directly.
