When do randbuiding, we got this:

  - THERMAL_DEFAULT_GOV_POWER_ALLOCATOR [=y] && <choice>

Make THERMAL_DEFAULT_GOV_POWER_ALLOCATOR depend on
THERMAL_DEFAULT_GOV_POWER_ALLOCATOR to fix this warning.
