Introduce a new core cap prot RDMA_CORE_CAP_PROT_VIRTIO
to support virtio-rdma

Currently RDMA_CORE_CAP_PROT_VIRTIO is as same as
RDMA_CORE_CAP_PROT_ROCE_UDP_ENCAP except rdma_query_gid,
we need to get get gid from host device.
