I've heard this argument multiple times, but it sounds more like an attempt to ignore the problem and hope it will fall on someone else's plate :-) Improvement in the probe deferral mechanism are certainly an option to explore, but as far as I can tell nobody has proven that this mechanism is or will be able to solve all problems related to probe ordering dependencies.
