But the security/keys/ directory is only compiled if KEYS is enabled, so in practice KEYS_COMPAT is the same as COMPAT. Therefore, remove the unnecessary KEYS_COMPAT and just use COMPAT directly. (Also remove an outdated comment from compat.c.)
