That's very similar to the ones we had in batch 1 patch 6/25 (Rule 6).

Quite some of them cam through montavista as well, but not all of them
unfortunately.

Just the license text misses the first line:

 *  This program is free software; you can redistribute  it and/or modify it

and therefore the scanner put it into a different rule.
