The logic for converting guest to host timestamps is local to the trace-cmd
library and is used only when a trace file is opened. In order to reuse
that logic, a new APIs are added:
 tracecmd_tsync_get_proto_flags()
 tracecmd_tsync_get_offsets()
 tracecmd_guest_ts_calc()
 struct ts_offset_sample
 struct tracecmd_ts_corrections
