Callback arch_vtime_task_switch() is only defined when
CONFIG_VIRT_CPU_ACCOUNTING_NATIVE is selected. Yet, the
function prototype forward declaration is present for
CONFIG_VIRT_CPU_ACCOUNTING_GEN variant. Remove it.
