I think this is an excellent idea.  It shouldn't require much effort to
get bugs directed to the people would would be most likely to care about
it.  That was my thinking when I suggested the "send a one time copy of
this bug report to <email address>".  If the right person is already set
up to get the report though, this feature wouldn't be needed (as often).
