To enable IMS interrupts,

1. create an IMS irqdomain (arch_create_ims_irq_domain()) associated
with the interrupt remapping unit.

2. Add 'IMS' to the enum platform_msi_type to differentiate between
specific actions required for different types of platform-msi, currently
generic platform-msi and IMS
