Currently there are three different registered panic notifier blocks. This
unifies all of them into a single one i.e arm64_panic_block, hence reducing
code duplication and required calling sequence during panic. This preserves
the existing dump sequence. While here, just use device_initcall() instead
of __initcall().

Applies on 5.8-rc2.
Changes in V2:
- Replaced __initcall() directly with device_initcall()
- Added static for dump_kernel_offset()

Hi Anshuman,

I think it's worth pointing out that __initcall() is a legacy alias for
device_initcall(), so that's pure cleanup with no functional
implications. Per <linux/initcall.h>:
| #define __initcall(fn) device_initcall(fn)
The patch looks sound, and I'm not too worried either way, so:
Acked-by: Mark Rutland <mark.rutland@arm.com>
I'll leave this to Catalin and Will.
Mark.
