CONFIG_RANDOMIZE_BASE achieves randomization. CONFIG_RELOCATABLE relocate the kernel is very limited, currently returns a constant. Therefore, drop determine_relocation_address() if CONFIG_RELOCATABLE. Rename relocate.c to kaslr.c and use CONFIG_RANDOMIZE_BASE to enable the kaslr function.
