perf/amd/ibs: Extend PERF_PMU_CAP_NO_EXCLUDE to IBS Op

Commit 2ff40250691e ("perf/core, arch/x86: Use PERF_PMU_CAP_NO_EXCLUDE for
exclusion incapable PMUs") neglected to do so.
