University beurocracy. I have been told not to bother asking them to
change things, because it would never happen.

Go find the privoxy source.  They contain a list of sites running public
proxy servers.  You should be able to use one of them.

I've experienced exactly the same insanity in a NZ Government
organisation. While it's dead easy to route around most instances of
stupidity you might find some satisfaction making fun of the block on the
University of Essex (assuming all domains with sex in them are indeed
blocked): <http://www.essex.ac.uk/>
