This last round of tweaks designed to speed up application start up seem to 
speed up compile times by penalising process_load, io_other and mem_load. The 
io_load rise introduced earlier is blunted a little further but still higher 
than before the tweaks began. Only process load might be a little unfair 
towards the load with quite a low ratio.
