[RFC PATCH 0/3] x86/RAS: Dump error record to dmesg if no consumers

Right,

so this is not a good thing: systems may not have any error record
consumers registered and in such cases, any logged MCEs disappear into
the void. And this shouldn't happen.

So let's dump them to dmesg as a last resort.
