Enables the generic QorIQ cpufreq driver to support frequency scaling
for various QorIQ SoCs.  Enabled as built-in as it is a core feature.

Remove CONFIG_CLK_QORIQ as it is seleted by CONFIG_QORIQ_CPUFREQ.
