Sometimes it is useful to preserve batches of configs when making
localmodconfig. For example, I usually don't want any usb and fs
modules to be disabled. Now we can do it by:
$ make LOCALMODCONFIG_PRESERVE="drivers/usb;fs" localmodconfig
