This adds support for Advertisement Monitor API. Here are the commands
and events added.
- Read Advertisement Monitor Feature command
- Add Advertisement Pattern Monitor command
- Remove Advertisement Monitor command
- Advertisement Monitor Added event
- Advertisement Monitor Removed event
