KASAN (-fsanitize=kernel-address) and KCSAN (-fsanitize=thread) produce
unwanted[1] .eh_frame and .init_array.* sections. Add them to DISCARDS,
except with CONFIG_CONSTRUCTORS, which wants to keep .init_array.*
sections.
