Yep, I'm working on a series to reduce timer softirqs. I'm almost
done, should post it soon.

I believe you guessed right:

* Timer tick raises timer softirq
* Ksoftirqd wakes up, restarts the tick
* Timer tick raises timer softirq
* ...
