In fact, the problem above is not only linked to latency nice and you can face similar problem with nice priority. As an example, if the 2 tasks have a nice priority of 5 (without latency nice prio), the task that runs 1ms then sleep 1 ms, will get only a 1/8 of the bandwidth whereas it should get 50%.
