selftests/bpf Makefile has:

                      ../../../../vmlinux                                \
                      /sys/kernel/btf/vmlinux                            \

If you intend to add ../../../vmlinux, I think we should also
add $(if $(KBUILD_OUTPUT),$(KBUILD_OUTPUT)/vmlinux).
