[1.] One line summary of the problem:
A newly compiled 2.4.23 kernel oops'es early in the boot process.
[2.] Full description of the problem/report:
Shortly after booting a 2.4.23 kernel it oops'es and panics leaving the
computer 100% unusable. The 'Caps Lock' and 'Scroll Lock' LEDs on the
keyboard blinks.
[3.] Keywords (i.e., modules, networking, kernel):
Booting the kernel.
[4.] Kernel version (from /proc/version):
2.4.23 (not from /proc/version as the computer never reaches a useable
state).
[5.] Output of Oops.. message (if applicable) with symbolic information
resolved (see Documentation/oops-tracing.txt)

[6.] A small shell script or example program which triggers the
problem (if possible)
All I have to do to trigger the problem is to boot a specific kernel.
[7.] Environment
[7.1.] Software (add the output of the ver_linux script here)
I use lilo 22.2 (from Debian Woody) to boot, since nothing else runs I
don't find that relevant.
