dfll runtime suspend/resume are already part of dfll_pm_ops. Don't we 
want to use it for suspend/resume as well?

currently no APIs are shared b/w clk/tegra driver and CPUFreq driver to 
invoke dfll suspend/resume in CPUFreq driver
