It is my mistake. 'struct devfreq_passive_data' is defined
when CONFIG_DEVFREQ_GOV_PASSIVE is enabled.

Firstly, I should make 'struct devfreq_passive_data' possible used
always regardless of CONFIG_DEVFREQ_GOV_PASSIVE is enabled or not
as following:
