I don't know enough about dbus to debug that further. Running iwd from the archives (v1.26-3), and setting COUNTRY=US in main.conf did not enable the 6e bands. I don't think setting the global region is the issue, as iw reg set US works fine, and results in the following iw reg get. Even before $iw reg set US phy#0 sets itself to the correct region.
