Many users of alloc_skb_with_frags() pass zero datalen, e.g.
all callers sock_alloc_send_skb() including udp. Extract and inline a
part of it doing skb allocation. BTW, do a minor cleanup, e.g. don't
set errcode in advance as it can't be optimised.
