according MPTCP_ADD_ADDR_SIGNAL and MPTCP_ADD_ADDR_ECHO flag build
ADD_ADDR/echo-ADD_ADDR option

add a suboptions type OPTION_MPTCP_ADD_ECHO to mark as echo option
