Not sure thats needed, the policy is:

[NFTA_CHAIN_NAME] = { .type = NLA_STRING,
		      .len = NFT_CHAIN_MAXNAMELEN - 1 },

Do we have strings that are not divisible by BITS_PER_BYTE?
