I just had a very quick look, I might be wrong, but can you try without:

commit 0b9173f4688dfa7c5d723426be1d979c24ce3d51
Author: Marco Oliverio <marco.oliverio@tanaza.com>
Date: Mon Dec 2 19:54:30 2019 +0100

netfilter: nf_queue: enqueue skbs with NULL dst

? To me it looks like we're hitting nf_queue_entry_get_br_nf_refs()
with an skb that's not supposed to end up there, and this commit might
reveal some issue in that sense.
