Subject: [PATCH] time: Mark expected switch fall-throughs

In preparation to enabling -Wimplicit-fallthrough, mark switch cases
where we are expecting to fall through.

This patch fixes the following warnings:

kernel/time/hrtimer.c: In function ‘hrtimer_fixup_activate’:
