Expose PEBS feature to guest by IA32_MISC_ENABLE[bit12].
IA32_MISC_ENABLE[bit12] is Processor Event Based Sampling (PEBS)
Unavailable (RO) flag:
1 = PEBS is not supported; 0 = PEBS is supported.
