When kernel is compiled with CONFIG_HAVE_HW_BREAKPOINT=N, user can
still create watchpoint using PPC_PTRACE_SETHWDEBUG, with limited
functionalities. But, such watchpoints are never firing because of
the missing privilege settings. Fix that.
