Convert core SCMI xfer operations to use protocol handles and expose them
via protocol handle to the protocol code itself so that it can be used to
generate at will all the related SCMI messages: using protocol handles
forbids protocol code from forging messages belonging to other protocols.

Port all protocols initialization routines, notifications core mechanisms
and SCMI drivers to the new protocol handle interface; protocols are now
initialized on first usage when an SCMI driver gets hold of the related
protocols operations and protocol handle: ported SCMI drivers use the
devres managed API to simplify their usage.

Finally, remove the old protocol-specific _ops and _priv references from
the handle structure: private data are now accessible only by protocol
code using the protocol handle methods.
