entry: Fix boot for !CONFIG_GENERIC_ENTRY

A copy-pasta mistake tries to set SYSCALL_WORK flags instead of TIF
flags for !CONFIG_GENERIC_ENTRY.  Also, add safeguards to catch this at
compilation time.
