Add defines for the number of external vectors and number of system
vectors instead of requiring the use of (FIRST_SYSTEM_VECTOR -
FIRST_EXTERNAL_VECTOR) and (NR_VECTORS - FIRST_SYSTEM_VECTOR)
respectively.
