As AMD is starting to support RDT(or QOS) features, rename
the RDT functions and definitions to more generic names.

Replace intel_rdt to resctrl where applicable.

I'm sorry - I know it was me who suggested the change to RESCTRL but I
clearly did not consider the final result which is (for example):

resctrl: RESCTRL %s allocation detected

Perhaps we could just drop that RESCTRL text?
