Make hot-plug/hot-unplug on PCIe Root Ports optional to allow libvirt
to manage it and restrict unplug for the entire machine. This is going
to prevent user-initiated unplug in guests (Windows mostly).
Usage:
-device pcie-root-port,disable-hotplug=true,...
