Userland ELF binaries using Longsoon SIMD instructions have the
HWCAP_LOONGSON_MMI bit set [1].
Binaries compiled for Longsoon 3E [2] have the HWCAP_LOONGSON_EXT
bit set for the LQ / SQ instructions.
