When including "exec/gen-icount.h" we get:

     40 |     if (tb_cflags(tb) & CF_USE_ICOUNT) {
        |                         ^~~~~~~~~~~~~
        |                         CPU_COUNT

Since tb_cflags() is declared in "exec/exec-all.h", include this
header in "exec/gen-icount.h".
