SHF_LINK_ORDER requires ld >= 2.35.

LLD supports SHF_LINK_ORDER to, but it does not support riscv
HAVE_LD_DEAD_CODE_DATA_ELIMINATION. Therefore, I haven't tested the
minimum compatible version yet.
