[PATCH 2/2] i915/drrs/debugfs: module param and psr status

When DRRS is disabled, i915_drrs_status is updated with the runtime
disable state of drrs due to
	i915_modparams.enable_drrs - module parameters
	psr.enabled -	psr active status
