As Konstantin Khlebnikov mentioned:

	Also I don't like these functions:
	- called lock/unlock but actually also isolates
	- used just once
	- pgdat evaluated twice

Cleanup and fold these functions into commit_charge. It also reduces
lock time while lrucare && !PageLRU.
