ARCH_ENABLE_MEMORY_[HOTPLUG|HOTREMOVE] configs have duplicate definitions
on platforms that subscribe them. Instead, just make them generic options
which can be selected on applicable platforms.

ARCH_ENABLE_MEMORY_[HOTPLUG|HOTREMOVE] configs have duplicate definitions
on platforms that subscribe them. Instead, just make them generic options
which can be selected on applicable platforms.
