Subject: [PATCH] Makefile: use CXXFLAGS for linking fuzzers

OSS-Fuzz requires C++-specific flags to link fuzzers. Passing these in
CFLAGS causes lots of build warnings. Using separate CXXFLAGS avoids
this.
