The sbitmap and the percpu_ida perform essentially the same task,
allocating tags for commands.  Since the sbitmap is more used than
the percpu_ida, convert the percpu_ida users to the sbitmap API.

The sbitmap and the percpu_ida perform essentially the same task,
allocating tags for commands.  Since the sbitmap is more used than
the percpu_ida, convert the percpu_ida users to the sbitmap API.

The sbitmap and the percpu_ida perform essentially the same task,
allocating tags for commands.  Since the sbitmap is more used than
the percpu_ida, convert the percpu_ida users to the sbitmap API.
