Many of the privileged CSRs exist in a supervisor and machine version
that are used very similarly.  Provide a new X-naming layer so that
we don't have to ifdef everywhere for M-mode Linux support.

Many of the privileged CSRs exist in a supervisor and machine version
that are used very similarly.  Provide a new X-naming layer so that
we don't have to ifdef everywhere for M-mode Linux support.
