47b88836 ("kexec_file: split KEXEC_VERIFY_SIG into KEXEC_SIG and
KEXEC_SIG_FORCE") removed CONFIG_KEXEC_VERIFY_SIG, but it's still present
in other architectures and we end up with build breakage as a result.
Make this consistent across architectures.
